Minneapolis has used RCV since 2009 for municipal elections, including those for the school board. St. Paul adopted RCV in 2011 and uses it for all municipal elections, including school board elections. Bloomington began using RCV in 2021 for their municipal elections, Minnetonka, and St. Louis Park will use RCV for their municipal elections.

Proportional Representation

The Minnesota Voting Rights Act (MNVRA) was passed into law in 2024, making Minnesota the first Midwestern state to pass such legislation. Working towards voting rights protections. It restores voters' ability to challenge discriminatory practices under state law. The MNVRA bans voter suppression, allows challenges to unfair electoral systems, and improves redistricting by banning prison gerrymandering. Notably, it includes proportional ranked-choice voting as a remedy for diluted minority representation, ensuring legislative bodies reflect the population's diversity
